What is the legal framework for operating a non-commercial ISP?  What about 
insurances, terms of services, etc.?

Is open wifi without id legal in your country ?

Even EU-wide, there is no general consent about laws when it comes to ISPs. This content is only depending on the country the ISP is residing in, thus it is organised in namespaces for the respective countries (where the local language 
should be used):
